Yes, you can take the free ferry from Tempozan/Osaka Cruise Terminal most of the way to Universal Studios Japan.
Follow the very water's edge 200 m East from the Osaka Cruise Terminal/ Ferris wheel area
Cross the river on the city ferry (a three-minute ride, it runs about twice an hour and returns immediately from the USJ side—schedule pic below)
Walk 10 min to Sakurajima Station
Take ANY train 1 stop to Universal City Station

If you return after 8:30pm, the ferry has stopped.
You'll need to take the train a couple stops to Nishi-kujo, then another train to Kujo or Bentencho, then ride the subway to Osakako, where the Osaka Cruise Terminal is. This route takes about half an hour
Or grab a taxi and tell them 'Tempozan' which is a more familiar name for that place. This usually takes fifteen to twenty minutes, but much more if roads are crowded (like at USJ closing time!)
Or walk more than an hour and a half, along roads going around the water's edge to the east
Now you know why people prefer the free ferry!

PRO TIP: this makes for a fun, free 10-minute boat ride, across the river and back (you don't need to get off at the other side) and you can take awesome photos of your docked cruise ship!
